What is Web Standards

What do we really mean by the term 'Web Standards'?

Do we mean that we follow the W 3 C? recommendations? Does it mean that, plus some best practice suggestions? Where does structural, semantic, accessible, universal fit into this context?

Is following the W 3 C? recommendations enough to be considered 'Web Standards'? Is there a difference between Web Standards compliant, and CSS layouts?
